Amp rolls out rebuilt Neo CLI

This looks like Amp doubling down on the agent-as-a-system model: fewer manual interrupts, more autonomy, and a real control plane outside the terminal. The caveat is obvious from the beta warning in the post: this is still a rollout, so the UX win may be offset by bugs and instability for early users.
