Waymo Targets Toronto Robotaxi Launch
Waymo is beginning manual mapping and testing in Toronto under Ontario’s automated-vehicle pilot program, targeting its first fully autonomous riders in 2028. Element Fleet Management will support local fleet operations, facilities, and hundreds of planned roles.
Toronto is a meaningful proving ground for Waymo because dense traffic, construction, bike lanes, and harsh winter conditions expose edge cases that warmer U.S. markets cannot. The announcement is strategically important, but rider availability remains years away.
- –Toronto is Waymo’s first announced Canadian market and expands its commercial robotaxi footprint.
- –The phased rollout starts with high-definition mapping and trained specialists driving, not autonomous passenger service.
- –Winter weather and complex urban streets will test the Waymo Driver’s perception, planning, and operational resilience.
- –Element’s fleet-management partnership addresses the less glamorous infrastructure needed to scale autonomous vehicles reliably.
- –Waymo cites 95% fewer serious-injury-or-worse crashes across more than 400 million autonomous kilometres, but those results are not Toronto-specific.
