Cloudflare Agents push tool-first future

Cloudflare is making a credible case that the hard problem in agents is tool access at scale, not raw model intelligence.

• –Cloudflare’s own API is large enough that naïvely exposing every endpoint through MCP becomes impractical.
• –Code Mode is the interesting bet here: let agents operate through generated code and typed SDKs instead of endpoint-by-endpoint tool spam.
• –Dynamic Workers and sandboxes matter because agent execution without isolation quickly turns into a security problem.
• –The bigger signal is strategic: Cloudflare wants to own the runtime, storage, auth, and tooling layer beneath agent apps, not just host them.
